Judy Whalen launched the company in 1992 as Whalen & Associates, Inc. In 2010, the name was changed to  the     Center for Strategic Change, LLC - a division of Whalen & Associates.

Bill Lowell is President of Business Development Directives, a national research-driven marketing consulting firm specializing in one-of-a kind research assignments. Bill has delivered seminars on topics such as benchmarking, marketing, customer satisfaction, emerging technologies and internal marketing. He is the author of the book Focus Groups Made Simple, has given over 1,600 presentations, facilitated more than 1,500 focus groups, delivered research papers and presentations to both national and international audiences, has appeared on television shows and authored more than 50 articles on business and marketing. Additionally, he has conducted thousands of interviews during his career. He has worked as a consultant for companies in such diverse areas as: healthcare (including veterinary), education, associations, financial services, technology, manufacturing and service industries. Bill is ISO/IEC17024:2003 certified by the International Council of Management Consulting Institutes (ICMCI). He is one of only a handful of consultants nationwide to receive the ISO Certification. Further, his CMC (Certified Management Consultant) designation was first received in 1988 and he has maintained this year after year through his demonstrated professionalism and stringent code of ethics. Bill is known for taking world-class business leaders to the next level by applying the principles of benchmarking. He has helped mid-sized businesses realize better results from their marketing efforts and has helped very small professional service businesses understand and apply marketing principles. He has a broad range of expertise in marketing and market research, customer satisfaction, public relations, organizational analysis and entrepreneurism. He has shared his leadership skills by serving on the Boards of Directors for the University of Wisconsin-Whitewater Foundation, Business School and the College of Arts and Communication as well as the Institute of Management Consultants, the Milwaukee Art Museum’s Friends of Art and several area businesses. For more than 25 years Bill has been on the Faculty of the University of Wisconsin-Whitewater where he teaches Advertising, Research and Communication courses. In 2008, he was awarded the Professor of the Year for academic excellence at the University of Wisconsin – Whitewater. He was also the recipient of the School’s Outstanding Alumni Award for professional achievement and social service.

As president of Xyte, Inc., Linda assists companies in developing customized solutions to mission-critical problems by focusing on strategy, technology, people and systems. She draws upon her 30 years of study in cognition, education and technology experience to maximize the intellectual capital of her clients and enhance their bottom lines. In understanding the new economy, Linda recognizes the value of utilizing intellectual capital and technology in solving business problems and has created an environment, where ideas flourish and a plan leads to results. Prior to Xyte, Inc. Linda served as president and CEO of Expct, one of the first PC training and consulting companies in the U.S. Starting in 1981, she grew the company to include both service and products before selling it to Inacom, a high-tech company, in 1998. While at Expct, Linda specialized in the automation of business systems and the development of interactive multimedia software that dramatically reduced training costs and improved productivity for her clients. During her tenure, Expct trained several hundred thousand employees for companies such as AT&T, Kraft Foods and American Family Insurance as well as smaller firms. She is also a former Superintendent of a K-12 school district. Linda received her doctorate from the University of Wisconsin-Madison and believes that cognitive neuroscience can be applied to produce practical solutions for business. Throughout her 30-year career as an entrepreneurial CEO, Linda has focused on finding new ways to use technology to benefit people and the organizations they work in. She believes in hiring talented, creative people and turning them loose to think outside the box, take risks and break new ground. A noted consultant, lecturer and published author, she is active in several professional organizations and has won numerous awards from civic organizations. Currently she is an active member of the Board of Advisors for the University of Wisconsin. Linda works with the military to quantify the human capital of the Army soldier and Navy sailor. She is a member of the Army's Objective Force Soldier Executive Board and works with the Army's Human Dimension Lab.
